We are seeking a sharp, principled, and globally minded Financial Crime Compliance (FCC) Sanctions Officer to strengthen our defence against illicit financial and geopolitical risk. In this highly visible role, you will act as a key gatekeeper, ensuring DLL’s global operations comply with all applicable economic sanctions, trade restrictions, anti-corruption laws, and embargo regimes. As a FCC Sanctions Officer for DLL Group, you will not only focus on Sanctions and Embargoes but will also have Anti-Bribery & Corruption (ABC) in scope. You will be at the forefront of providing guidance, advisory support and monitoring processes related to above topics. Your strategic vision will shape policies, enhance regulatory compliance, and drive operational effectiveness across our global network. In this role, you will ensure adherence to global legislation and safeguard DLL globally against Sanctions, Embargoes and ABC breaches. Day To Day

Risk Oversight and Management:

• Develop detailed and region-specific insights and maintain oversight of risks related to Sanctions, Embargoes and ABC violations.
• Support senior management and relevant committees in oversight activities, driving necessary business changes and key processes.
• Prepare predictive and forward-looking updates for the board on key findings and progress in the Sanctions, Embargoes and ABC areas.
  
  

Strategic Business Change And Policy Management

• Design and own the Sanctions, Embargoes and ABC policies and standards and ensure that these are compliant to the Dutch Law, and equivalent laws globally, as well as the guidelines from regulators such as the Dutch Central Bank (DNB) and European Banking Authority (EBA).
• Collaborate closely with the First Line of Responsibility (1LOR) to integrate policy requirements into business operations (systems, tooling) aligning with DLL's strategic objectives and review and implement robust policy measures, ensuring that teams are well-equipped through comprehensive training programs and resources.
• Drive global consistency by translating policies, standards and guidelines into practical, workable practices, ensuring they are effectively implemented by the 1LOR across all regions.
  
  

Second Line Monitoring, Advisory, And Regulatory Engagement

• Ensure compliance reviews on Sanction, Embargoes and ABC models are performed to ensure adequate safety nets are in place with regard to monitoring coverage, data reconciliation, and compliance to regulations.
• Provide expert guidance and advisory support to 1LOR in addressing high-risk findings, leveraging case studies, and industry best practices to resolve issues effectively.
• Maintain close oversight on related issues identified during Operational and Design Testing Reviews, ensuring timely and accurate reporting and resolution.
• Advise on and oversee data lineage practices, ensuring alignment with DLL's Data Management Policy and standards to maintain the integrity and traceability of data across the organization.
  
  

Global Coordination And Cross-Functional Collaboration

• Foster strong partnerships with stakeholders across all levels of the organization, developing tailored communication and engagement strategies that address specific needs and concerns.
• Lead cross-functional initiatives that integrate Sanctions, Embargoes and ABC compliance with broader business objectives, ensuring that compliance considerations are embedded in every aspect of DLL's operations.
• Ensure global coordination of DLL’s Sanctions, Embargoes and ABC efforts, facilitating the sharing of insights, best practices, and lessons learned across different regions to maintain a unified approach to financial crime prevention.
  
  

Mentorship And Team Development

• Mentor and develop team members, increasing their Sanctions, Embargoes and ABC knowledge.
• Promote a culture of continuous learning and improvement, encouraging team members to pursue certifications and professional development opportunities that enhance their expertise.

Essentials

• University degree in Law, Forensics, Criminology, or a related field.
• In-depth knowledge of relevant Sanctions, Embargoes and ABC regulations.
• Advanced skills in consultancy, strategic business change, data analysis, and program management.
• At minimum 7 years of experience in a (senior) Compliance role.
• Strong interpersonal and networking skills with a hands-on mentality.
• Tech-savvy and experienced with production deployments and system enhancements.
• Analytical with excellent attention to detail while maintaining a broader perspective.
• Proficient communication skills in English.
• Additional certifications or credentials in Sanctions and Embargoes compliance.
• Commitment to continuous learning and development in areas such as data science, artificial intelligence, and advanced analytics.
• Experience leading compliance initiatives within an international context, with practical experience in first, second, and/or third line roles.
